Ryugyong Hotel, North Korea

Recently, the North Koreans have started installing glass panels on the concrete shell of this 105-storey hotel which had been abandoned for 16 years after construction stopped in 1992.

Are they planning to eventually open for business? Or are they simply trying to make this eyesore blend in? Considering the dangerously unstable structure, and the taboo surrounding its very existence, I’m guessing the latter.
